  7. I can only guess how much more horrified the ex-NSAers I know—you, my former colleagues, my friends, my professors, and my mentors—must be. Unlike me, you have spent much of your working lives helping the NSA build its power, only to see your years of work used in a way it was never supposed to be used. You could speak out now in a way that violates neither your secrecy agreement nor your honor. It's hard to believe that the professors I know at universities around the country would remain silent as the NSA abuses their trust and misuses their work.

  9. Manning and Snowden are wholesale leakers. I can’t know this for a fact, but I suspect they were not completely aware of all they carried off. It isn’t just that they didn’t completely understand what they were leaking; they literally did not know what all of it was. Computers enable individual operators to open floodgates. Out spills everything, the legitimate along with the illegitimate. It’s easy, and it’s irresponsible. It proceeds from a Julian Assange-influenced, comic-book vision of the world where all governments are a part of an evil plot against humanity.

  10. If this power, so absolute over its own mails, were also an exclusive one over all mails, it would be incomparably the most tyrannical, if not the only purely tyrannical feature of the government. The other despotic powers, such as those of unlimited taxation, and unlimited military establishments, may be perverted to purposes of oppression.
